Allow the Gorse Fox to slightly change the perspective.
A radical neo-Napoleonic group has decided that the invasion of England in 1066 was insufficient, and that they wish to eradicate the English. Their militia take root in Belgium dressed as civilians and deliberatley living within towns and built up areas. Over a period of time they are funded by France and supplied with 30,000 rockets capable of unguided strikes against England. This supply line, from France is noticed by MI5, and acknowledged, and even reported by the UN. Belgium are not willing to halt this growth of the militia in their lands, nor stop the supply of weapons.
For a while a few members of the militia make their way to England and conduct random bombings on civilian targets. They also launch rockets into our cities, killing anyone who is nearby.
Eventually, the government has had enough and prevents these people from entering the country.
The militia start firing their rockets indiscriminately into England from launch sites in built up areas, between houses, and near hospitals, reaching 1400 attacks in a single week... and also capture several English border guards.
What would you do? Negotiate? Who with, they are a militia, not a government... and they do not believe you have a right to exist?
What about Belgium? What influence do they have? they are a weak democracy with a limited army. they cannot remove the militia, and they know it is backed by France, their much more powerful neighbour (and France does not believe you have a right to exist).
Eventually you retaliate by trying to eradicate the militia in Belgium... but try to limit civilian casulaties by dropping leaflets to let them know. There are casulaties, and the world's press take up their positions in Belgium to condemn you... and lionize the brave militia.
Does that about sum it up?
Has the Gorse Fox misunderstood something.
Oh yes, and if the UN knew that the Militia was being supplied with 30,000 rockets, exactly what legal purpose did they think they would be put to?
