This was problem GF pointed out to them in early March, but these things take time to sink in. Now, there is a vast backlog of claims to be analysed and hand-cranked so that correct billing is applied... made more complex by certain differences in what Starfleet allow GF to claim and what Esteemed Client will re-imburse to Starfleet. This one is bound to rumble on!!!
