Government Waste

GF has just seen an example of joined up Government and a prime example of why we have amassed an extra 95000 civil servants. Let him explain... Starfleet is working for a major department within HMG. GF looks after one Agency within said department. He was aked to look at a licensing system for certain activities/goods. Digging around within Starfleet he has discovered 5 separate groups within this department of HMG that are commissioning licensing systems. WHY?

GF is stomping his feet and getting ready to have a rant at a senior person in Starfleet and HMG.
