Do you really want him to bring home all the mice, birds, toads and other 'offerings' he would if he did? Plus the interesting paw trails as he brings in the mud and wet he's been wading in?
Or perhaps Jasper is trying to tell you he really does not wish to have to brave the elements when he needs to do what he needs to do ...
Ah! I need to qualify my initial response. Ours are quite happy to use the flap - when it suites them. They often (mostly at feeding time) expect to be let in through the front door. We probably haven't helped things by pandering to them.

we had to push ours through half a dozen times, to get their smell on it. No probs now.

Jasper already goes out - the problem is that he demands the full ceremony of a doorman.
We have a lockable catflap, which he studiously ignores.
