Qualifications

According to Robert Peston's blog, evidence given to the Treasury Select Committee by the head of the FSA reveals "that in the past, when deciding whether someone was fit-and-proper to be a senior banker, almost the only consideration for the FSA was whether the candidate was a crook". The Gorse Fox assumes this information was needed as some form of positive qualification.
