Gordon (Fuhrer-in-Waiting) and his sums

Gordon's sums intrigue the Gorse Fox. Must try harder, and please show your workings:
In 2004 Gordon determines to reduce UK Government Workers (UKGW2004)
  • Herr Chancellor commits to reduce Central Governement Workers (CGW) by 84,000; and
  • Devolved Bureacracies (DB) by 24,000.
  • Therefore: UK Governement Workers (UKGW2004) = CGW-84,00 + DB-2000.

So today, GF sees an article in the newspaper revealing an increase in UKGW...

Let us review the workings:
  • UKGW2004 = CGW + DB + X
    where X represents other areas of HMG
  • CGW2005 = CGW - 84,000
  • DB2005 = DB - 20,000
  • Therefore:
    UKGW2005 = UKGW2004 - 104,000
Right?

No wrong... UKGW2005 = UKGW2004 + 95,000.

As our American friends would say... Go figure.
